Dongtou District of Wenzhou City is one of the 14 island districts (counties) in the country. It is composed of 302 islands and is known as "Dongtou of One Hundred Islands". In recent years, Dongtou has insisted on drawing a blueprint for the construction of "Sea Garden" to the end, and has accumulated more than 10 national ecological "golden business cards". Dongtou actively explores and innovates the integrated development model of island ecological environment protection and management and industry, vigorously promotes the reduction, resource utilization and harmlessness of solid waste, creates a model for marine island ecological restoration, and plans to launch the "Dongtou Bays·Shared Prosperity Sea Garden" "The ecological environment-oriented development EOD project was successfully approved to enter the ecological and environmental protection financial support project library. The project covers 15 projects in four categories: marine ecological environment management, improvement of all-region tourism supporting infrastructure, maritime leisure sports development, and health care industry development, with a total investment of 2.88 billion yuan.

Establish a garden committee to advocate the implementation of "reduction" actions such as garbage classification and reducing the use of plastic products, and create the most beautiful road around the island at 28° north latitude, showing the beautiful scene of "a sea of flowers on one side and the sea on the other".
