1. Further strengthen the VAT refund policy. Enterprises in six industries have been introduced: manufacturing, scientific research and technical services, electricity, heat, gas and water production and supply, software and information technology services, ecological protection and environmental management, transportation, warehousing and postal services. On the basis of full refund of existing VAT and incremental refund of VAT on a monthly basis, in accordance with national policy requirements, full refund of VAT and incremental VAT will be implemented in more industries. The remaining value-added tax credits of medium-sized enterprises and large enterprises will be refunded in advance, and the remaining value-added tax credits of all types of eligible enterprises will be "willing to be refunded" before June 30, 2022.

2. Support manufacturing enterprises such as automobiles, integrated circuits, and biomedicine to lead the chain from point to point, realize the collaborative resumption of work by upstream and downstream enterprises in the industrial chain and supply chain, and steadily increase the production rate of enterprises. Gradually promote the resumption of work in wholesale and retail, finance, transportation and logistics, real estate, construction and other industries, seize the farming season to promote the resumption of work of various agricultural production units, and orderly promote catering, resident services, cultural tourism, exhibitions and other personnel gathering industries when conditions are met. Return to work. Establish a mutual protection mechanism for the Yangtze River Delta industrial chain and supply chain to jointly ensure a strong supply chain.

Third, vigorously promote automobile consumption. During the year, 40,000 new non-commercial passenger car license plates will be added, and part of the passenger car purchase tax will be reduced in stages in accordance with national policy requirements. Before December 31, 2022, individual consumers who scrap or transfer passenger cars that are registered in Shanghai and meet relevant standards and purchase pure electric vehicles will be given a financial subsidy of 10,000 yuan per vehicle. 5. 6. Accelerate the preliminary work of the project and support key infrastructure projects such as railway corridors, rail transit networks, aviation hubs, ports, energy, inland waterways, water conservancy, and underground comprehensive pipeline corridors.
