First, a number of large-scale assembly and construction enterprises, R&D design units and specialized supporting enterprises with strong international competitiveness have emerged, forming the spatial layout of the three major shipbuilding bases in the Yangtze River Delta, Bohai Rim and Pearl River Delta, and independently designed and built mainstream ships It has reached the international level with marine engineering equipment, and its status and influence in the global industrial chain and supply chain continue to rise.

Xin Guobin said that ships and marine engineering equipment are high-tech strategic industries, an important foundation for building a modern industrial system, and a strong support for building a manufacturing, maritime, and transportation power. The Ministry of Industry and Information Technology will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection in Jiangsu, focus on major national strategies and major needs for industrial development, and strengthen the dominant position of enterprises in scientific and technological innovation , accelerate the breakthrough of bottlenecks, make up for shortcomings, and accelerate the high-end, intelligent, and green development of ships and offshore engineering equipment. Deepen the implementation of "joint action" for the integration and innovation of large and medium-sized enterprises, build an industrial development ecosystem in which large and medium-sized enterprises are interdependent and mutually reinforcing, strengthen the construction of local supporting and international collaboration systems, and improve the resilience and safety level of industrial and supply chains. Give full play to the leading role of shipbuilding and marine engineering equipment assembly and construction enterprises, guide the regional concentration of industrial chain resources, and promote the optimization and upgrading of shipbuilding bases. Promote high-level opening up to the outside world, enhance the linkage effect of two resources in domestic and international markets, and build a comprehensive industrial cluster for ships and offshore engineering equipment.
